Haiti: Presidência diz ter iniciado Auditoria de Contratos Dominicana

PORT-AU-PRINCE, Haiti (defend.ht) - A Presidência do Haiti, depois de rejeitar as acusações de corrupção, está alegando que foi o presidente Martelly, ele mesmo, que pediu para organizar uma auditoria dos contratos assinados com as empresas dominicanas e foi também Martelly, que denunciaram o fato de que os contratos de reconstrução foram concedidos a empresas tão irregulares; afirmações que contradizem inúmeros relatos.

Conforme Haiti Libre, the Office of Communication Inter-State Entity of the Presidency, a new office led by Henry Mari of Spanish origin, created 4 days ago on March 31st 2012, issued a communication calling the report of Dominican Journalist Nuria Piera a "bribery scandal invented from scratch."

The new communications office of President Martelly also said that it was President Martelly himself who asked to organize an audit of the contracts signed with the Dominican Republic, according to Haiti Libre. This claim flies in the face of numerous reports that have shown it was the resigned Prime Minister Garry Conille who took the initiative to audit the contracts against the wishes of President Martelly which also attributed to his resignation.

It was even reported by the Miami Herald:

Conille announced the formation of a commission to audit $300 million in contracts awarded by Haiti under a now-expired 18-month emergency law that guided post-quake recovery. The contracts were awarded by Conille's predecessor, former Prime Minister Jean-Max Bellerive.
Bellerive, now an adviser to Martelly, defended his use of the emergency powers, and questioned Conille's motives behind the audit.
"Why does a prime minister with the administrative authority to cancel or revise any contract have to organize leaks and announce everywhere he is going to launch an audit?" Bellerive said.

And in the New York Times:

Mr. Conille had also pressed for an audit of about $600 million to $800 million in no-bid contracts that the previous government had given for earthquake-related operations, but he denied rumors circulating in the capital and on the Internet that some money related to the bidding had found its way to the Martelly presidential campaign through intermediaries.
“I have no indication of that,” Mr. Conille said.
Mr. Martelly’s aides have said that the president objected to the audit on grounds that the past should not be rehashed. But Mr. Conille defended the audit because of the amount of money and the “exceptional circumstances” under which it was awarded.

The Presidency's new communication office also said that President Martelly had denounced the fact that reconstruction contracts were awarded to companies so irregular, and "he never would have demanded if he was in collusion with the beneficiaries of those contracts deemed doubtful by his government." To date, this is the first such denunciation DH or any other media has been found to have recorded.
