Decisão, Final do CEP e BCEN esperado hoje

PORT-AU-PRINCE - O presidente do Conselho Eleitoral Provisório (CEP), Gaillot Dorsinvil, disse segunda-feira que as decisões finais de uma Secretaria Especial Nacional de Desafios Eleitorais (BCEN) Tribunal sobre as decisões disputadas 18 de 20 de abril será tornado público na segunda-feira noite ou algum terça-feira.
Dorsinvil reported that an audit of the Vote Tabulation Center (VCT) was complete and that the electoral tribunal is only deliberating and should communicate the final decisions to President Rene Preval to be published in official journal Le Moniteur.
The CEP President informed that these results, which could be different from the definitive results of April 20 by his council, may not be accordance to the suggestions of the Organization of American States.
"If we were to apply strictly the recommendations of the OAS mission we would not need to set up a special BCEN," Gaillot said before explaining that if changes were warranted they will happen. He said the decisions of BCEN are the work of humans and therefore prone to errors.
Dorsinvil also said that during the whole verification process, members of national and international election observation missions, were present but were unable to attend the proceedings.
Gaillot Dorsinvil who speaking as a champion of respect of the popular vote, also confirmed that among the 19 contested cases, only 3 were found to be within the first decisions of BCEN, the other 16 had been audited VCT.
The head of the OAS/CARICOM Joint Electoral Observation Mission (JEOM), Ambassador Colin Granderson said the special BCEN worked all weekend to check the tally sheets at the VCT.
Mr. Granderson did not rule out the possibility that decisions of the BCEN Tribunal may contradict the report of foreign auditors. He said he they were only recommendations and that the publication of results are in the powers of CEP.
