CSPJ: An Independent Judicial Power Established in Haiti

PORT-AU-PRINCE, Haiti (defend.ht) - The Ministry of Justice and Public Safety announced Friday the composition of the Higher Judicial Council (CSPJ), whose members certification process was completed.
The CSPJ constitutes the administrative, management and discipline of the Judiciary and will soon be operational, according to a statement from the Ministry of Justice.
The board is composed as follows:
The President of the Court of Cassation, Me Anel Alexis JOSEPH;
President The Vice President of the Court of Cassation, Me Antoine NORGUES;
Vice President The Government Commissioner Nearly the Supreme Court, Mr. . Jacques T. MALETT;
Representative of the Court of Cassation of the Republic Me Max Elibert, Judge of the Court of Appeals Cayes;
Representative appellate courts of the Republic The Dean of the Court of first Instance of Gonaïves, Mrs. Gustave PHARAOH;
Representative of district courts of the Republic The Government Commissioner Nearly IPT Petit Goave, Me Jean Alix CIVIL;
Representative of the Republic of parquet Me Jean Etienne MERCIER,
Justice of Peace of Delmas, Representative of the Peace Courts in the republic Me Nehemiah JOSEPH, Barrister of the Bar of Gonaives;
Representative of the Federation of the bars of the republic Me Dilia LEMAIRE;
Representative of civil society.
Meanwhile, the Ministry announced the creation of three commissions that will work to determine the budget as it relates to the seat and terms of CSPJ.
For decades the judiciary in Haiti had operated without the CSPJ leaving the Haitian justice system to be manipulated by the executive and legislative branches of government. This governing body is meant to ensure that the justice system is autonomous to itself.
