Haiti: Members of Parliament Call for more than 25 Million HTG per Commune

PORT-AU-PRINCE, Haiti (defend.ht) - As expectations are set for the Bill of Finance 2012-13 to be submitted Friday to the Lower House discussions between the executive and legislature surround the topic of doubling allocations to communal territories.
The Chairman of the Finance Committee of the Chamber of Deputies, A. Rodon Bien-Aime (Cavajal/Inite), hopes that municipal funds be doubled from the previous budget.
Funding for the development of each municipality must pass 10 million to 25 million gourdes ($240,000 - $600,000 [US]) to help create jobs in remote areas across the country.
The member for Cerca Cavajal argues that the implementation of several projects in the municipalities facilitate the movement of certain professionals from the capital to provincial cities.
This view is shared by the member, Roms Perilus (Pilate/Inite), who requires an allocation of 50 million gourds ($1.2 million [US]) that he justifies by the need for infrastructure works to promote access to education and health to his district.
These parliamentarians and many of their colleagues promise to make every effort to obtain a large increase in funds allocated to municipalities.
Regional development is the best formula to fight shantytowns, says Bien-Aime.
Although elected officials have not reached a consensus on the amount to be allocated to each municipality they believe that these funds are among the few items dedicated to the development.
The decentralized budget requested by elected officials is still not in the agenda but MPs call for at least a program budget and not pay.
The Chairman of the Finance Committee intends to still claim salary adjustments for teachers and police officers.
