Senator Jeanty Calls 'Bluff' on IHRC Balance Sheet

PORT-AU-PRINCE, Haiti - The Senate Committee on Public Works after receiving the Minister of Public Works, Transportation and Communication (MTPTC), Jacques Gabriel, called "bluff" on the balance sheet of the Interim Haiti Recovery Commission (IHRC).

"A series of projects that the Interim Haiti Recovery Commission, claim to have financed to the MTPTC were instead approved by donors like the European Union and the IDB (Inter-American Development Bank) before the formation of the commission," said Committee Chairman, Senator John William Jeanty. Jeanty said that the meeting with Minister Gabriel has shed light on what it calls the "bluffs" of the IHRC.

Senator Jeanty says the IHRC claims on its balance sheet appropriations to several departments and claims that the former U.S. President, and Co-Chairman of the IHRC, Bill Clinton is the facilitator of the funding but found that this is not to be the case, these funds had already been approved and/or disbursed before the formation of the IHRC.

Other subjects such as the operation of Electricity of Haiti (EDH), the interconnection of telephone operators, the National Centre des Equipment (CNE) were also discussed, said Senator Jeanty, a former engineer.

The Minister of Public Works, Transportation and Communications states they have found on some projects by the IHRC, research funding that date back prior to the formation of the IHRC.

This is especially the case in plans for road construction under the heading of "Support for Transportation." These projects for example include stretches of roads from Gonaïves-Ennery, Croix des Bouquets-Malpasse, and Petit Trou-Petite Riviere de Nippes.

"We have already updated these projects and discussed the possibilities of launching those already approved or have initiated other studies that have not yet been evaluated," said the outgoing Minister of Public Works.
