Outgoing Minister Lamothe Gave University in Limonade to Dominican Ministry

PORT-AU-PRINCE, Haiti (defend.ht) - This decision resulted in a technical cooperation agreement signed March 26, 2012 in Santo Domingo by the outgoing Minister of Foreign Affairs, Laurent Lamothe, and his Dominican counterpart Carlos Morales Troncoso.

The document is entitled: "Memorandum of Understanding on Technical Cooperation between the Dominican Republic and the Republic of Haiti in the field of Higher Education, Science and Technology". In fact, it specifically concerns the University of Lemonade and the Haitian university system in which the Government of Haiti have expressed interest in receiving technical support if we are to believe the 6th recital.

According to Article 1 of the MOU "the objective is to set the terms of the technical cooperation of the Dominican Republic for the operation of the University of Lemonade and Higher Education, Science, Technology and Innovation the Republic of Haiti".

In this perspective, the Dominican Ministry of Higher Education has a fundamental role to play. Section 2 of the announcement: "This technical cooperation was established under the auspices of the Joint Bilateral Commission Dominico-Haitian, between the Governments of the Dominican Republic and the Republic of Haiti, and it will conduct [ 1 ] by through the Ministry of Higher Education, Science and Technology (MESCyT)".

This Dominican Ministry, under Article 3, is involved in "the design and implementation of the model of the university, academic functioning, the uptake of educational resources, research funding, the university management, the training of teachers and managers, etc. ..... ".

No consultation with the Haitian structures involved

The outgoing minister Laurent Lamothe held no consultation on this document either before, during or after signing with the entities of the State University of Haiti (UEH).

"This text has never been discussed or with the Executive Board of the State University of Haiti in the Heritage which falls on the campus of Limonade, or with the provisional Management Council recently appointed" said a source close to the Rector of the UEH.

2 weeks after it was signed in the Dominican capital, this technical cooperation agreement that places the Haitian higher education and Limonade campus led by the Dominican Ministry of Higher Education, was not released by authorities.

Questions needing Answers:

What legitimacy can take such an agreement signed in secret by a minister who resigned from a government that manages the current affairs?

Authorities resigned can not bind the state outside the institutions competent in the matter?

Do these kind of agreements that enforce the retirement of Haitian institutions responsible for higher education may constitute milestones on the path to regaining our sovereignty and our dignity?

Or is it the parent who gives birth decides?
