Prime Minister Garry Conille promised to submit the budget "soon" on November 27 but has not made any noticeable signs towards doing so.
Chairman of the special committee, Senator Nenel Cassy (Nippes/Inite), says that the new government which aims to bring changes to the population cannot do so without a budget that describes the new needs, new initiatives of the Martelly-Conille government.
Senator Cassy was asked if his committee has begun taking steps towards establishing a new national budget to which Cassy said:
”No there is nothing for us to take steps with because it is the government that is supposed to tell us that it has certain needs that it need to be satisfied so there must be a proposed budget.”
”If they [the executive] feel that there is no need for a budget proposal it is not us senators and deputies that are going to make those steps because today the President of the Republic, the new government, they have new needs, they have promises that they made with the population so I remain assured that there is a necessity for a new budget or a budget proposal that can embrace the promises that can embrace the new needs.”
”In all practicality there should have been a new budget; a budget for this cycle, 2011-2012. There is a delay in the process of realizing this new budget. These guys have come to a point where we have a retro-activated budget and I believe the gentlemen should work on this issue so that they could be able to answer to the needs of the population. ”
”…and the President of the Republic made a sum of promises and these promises should be written in the new government budget.”
The Haitian government is currently operating on the budget of the former administration of Preval-Bellerive. This budget was reinstated in October for 2011-2012 in lieu of a new submission by the Martelly-Conille administration.
