Haiti: Prime Minister Conille's Government "Nearly All" Transparent

PORT-AU-PRINCE, Haiti (defend.ht) – In an interview Wednesday, Prime Minister Garry Conille announced that his government is “nearly all” transparent as most members have come to declare their assets with the Court of Auditors.
The law in Haiti requires that all members of the government present within 30 days of taking office, a return on property owned, businesses owned and other assets. Also, within 30 days of leaving office, a return is to be submitted along those same lines. This is a primary tool for combating corruption as it gauges the enrichment of government officials while in office.
In an interview with Valery Numa on Wednesday, Vision 2000, the prime minister who in December - along with a secretary of state - had been the only members of 39 members of government to have satisfied the law within the prescribed time frame, was asked about the status of his government in this regard. Prime Minister Conille said "preske tout" (“nearly all”) had since satisfied the request, giving no further details.
In the Haitian Legislature, it was reported by Le Nouvelliste that 1 senator, Steven I. Benoit (Ouest/Alternative) and 2 deputies had declared their assets within the prescribed time frame.
No figures were given but the Director of the Unit for Combating Corruption said the Judiciary has a record of doing better than the other two branches of government.
In December 2011, Transparency International had ranked Haiti at the bottom in its hemisphere on its Perception of Corruption Index. With these declarations to the Court of Auditors a more favorable rating can be expected in December 2012.
